The VR cancelled the requirement on mandatory registration of local organizations of political parties 365 days prior to the elections pursuant to the Law on Local Elections.

From 9 to 18 people could be members of territorial election commissions. At the same time, no more than 15 members of the parties represented in the VR can be included in such commissions and they cannot nominate more than 3 candidates from their party to run in the elections.

Under the adopted law, the corresponding local organizations of political parties united into a single faction in the VR of the current convocation or a political party that formed its faction in the VR, are authorized to register a maximum of 3 candidates in a territorial election commission.

Lawmakers set the procedure for determining the quantitative make-up of regional councils and allowed regional organizations of political parties to submit candidates for a seat in local councils in towns of regional importance.

The parliament reduced the term during which a territorial election commission has the right to cancel the registration of a candidate running for a seat as a deputy or head of a local council from 24 hours to 22.
